In Japan new relief schemes for asbestos victims not covered
by workers compensation (non employee cases and employee
cases with statute of limitation expired cases).
All mesothelioma cases can be compensated by new relief
scheme or workers compensation scheme.
Usually compensation data is published as a form of
compensated number by compensated year.
See fig.1 for mesothelioma and fig.3 for AR lung cancers.
We have succeeded to make data on compensated number
by year of victim's death available by MOL and MOE since 2005.
We compiled all available data to verify "compensation
for all without omission" policy expressed by the government.
See fig.2 for mesothelioma and fig.4 for AR lung cancers.
Fig. 2 - According to the vital statistics there were 500
mesothelioma deaths in 2005.
Among them 828 cases (90.9 %) has been compensated
up to the time point of March 31, 2011.
The compensated ratio is 49.3% for the year of 2011 and
57.7% for the period of 1995-2011.
Fig. 4 is lung cancer and the number of asbestos-related
lung cancer is estimated as two times (conservatve
estimation) of mesothelioma mortality.
According to the Helsinki Criteria and other almost of all
mesothelioma will be due to asbestos and 80% of them
may be due to occupational exposure to asbestos.
Although 80% may be over estimation many cases
eligible for workers compensation will slipped into
compensated cases as non employee cases.
Even if a victim died many years ago victim's family can
apply for new relief scheme at earliest untill
March 27, 2022 - we achieved this in 2011.
Of course the issue of level of compensation still remains.
Fig.5 shows the whole situation of workers compensation
for occupational cancers except for lunf cancer with
pmeumoconiosis in Japan.
Compensation for non asbestos cancers is still
under reported/compensated.
Comparison to 12 European countries.
Fig.6-8 are from Eurogip "Work-related cancers: what
recognition in Europa" in 2010 and I added data for Japan.
